The
regular meeting of the Lowell Charter Township Planning Commission was called
to order by Chairman Cornish at 7:00 p.m.
APPROVAL OF PRIOR MEETING
MINUTES:
The minutes of the January 13, 2003 Regular Planning Commission Meeting were considered. Batchelor moved to approve. Seconded by Blough. All in favor and the minutes were approved as presented.
The
minutes of the January 27, 2003 Planning Commission Workshop Meeting were
considered. Batchelor moved to
approve. Seconded by Blough. All in favor and the minutes were approved
as presented.
SCOTT RISSI – 11270 CASCADE –
REZONING:
Mr. Rissi owns eight acres containing a house and barn on Cascade Road. This area is zoned AG-2.
Mr.
Rissi would like to build and offer for use, two “self storage” buildings on
his property.
Each
self storage building would be 160x30 feet in size with individual storage
units in each building available for rent by the public.
Mr.
Rissi advised of other details:

Has a paved driveway from Cascade Road that would provide access to the
storage
buildings
-
The self storage buildings would be located on the southwestern corner
of his property
- He
plans to provide security lighting for the buildings
- He
plans to fence in the buildings
- He
plans to build one self storage unit initially, then if that is successful, he
will build
the second unit.
- He
estimates the building will be approximately 30 feet from the lot line with a
15
foot access road between the building
and lot line

The
Planning Commission advised Mr. Rissi that self storage units do not appear to
be allowed in Ag-2 zoning. Mr. Rissi
advised that he discussed this situation with Supervisor Timpson with the
following points:

His and adjoining property is zoned AG-2
- This
area is Master Planned for Light Industrial and much of it has been rezoned to
Light Industrial
-
Self storage units might be allowed in Light Industrial
The
Planning Commission explained the rezoning and special use permit process to
Mr.
Rissi. He will consider and decide if
he wishes to proceed.
COMMERCIAL PUD ORDINANCE:
The Planning Commission discussed the outstanding items related to the Commercial PUD Ordinance. They reviewed the Draft 2 submitted by Tim Johnson. After a great deal of discussion, the Planning Commission made the following decision:

Leave it as written (residential uses)

Leave it as written (minimum lot size is 5 acres)

Leave it as written (maximum of .25 ratio for just the building floor
area to site
area)
Everything
else was acceptable and the Planning Commission will move to a Public Hearing
on Monday March 24, 2003.
RV ORDINANCE:
The Planning Commission discussed revisions to the existing RV Ordinance (4.2.7.B) at great length. They reviewed a draft of a proposed revision to the Ordinance dated
2-10-03.
After
further discussion, it was decided to revise the existing ordinance which
currently defines recreational equipment and storage rules, to also address the
issue of using recreational equipment for living purposes. This will be done via time limits for such
use.
The
Planning Commission will submit a proposed draft of this ordinance amendment to
the Township Attorney and move forward toward a Public Hearing on Monday,
March
24, 2003.

WHISPERING HILLS
DEVELOPMENT:
Citizen M. Rosenberger was present to advise the Planning Commission that he will not do anything further related to land swaps with Dykema Excavators.
WIFNET – DAVID YOMTOOB:
Mr. Yomtoob was present to inquire about communications issues, tower/antennae rules, etc. He is exploring the idea of providing internet access between Veen Observatory and the Lowell School District. The Planning Commission needed a better idea of what
Mr.
Yomtoob was intending. They requested
that he submit a written proposal so that they could study this matter. The Planning Commission will wait to hear
further from him.
OTHER:
There will not be a Planning Commission Workshop on February 24, 2003.
CONCLUSION:
Simmonds moved to adjourn. Seconded by Batchelor. All in favor and the regular meeting of the Lowell Charter Township Planning Commission was adjourned at
8:45
p.m.
